• The number of reported cell sites in use has nearly doubled since December 1999. Wireless subscribers have more handsets now and are using their wireless services to expand almost every aspect of their daily lives.
• Wireless carriers have paid billions of dollars for spectrum, thus, the creation of the Telecommunication Act of 1996, prohibiting local government from unreasonable discrimination among providers of functionally equivalent service ( cellular, PCS, ESMR, SMR, Paging )
• Many more towers will be needed to provide the appropriate coverage and capacity for these systems as well as the emerging Wireless Access Protocol (WAP) technologies and devices on the horizon.
• Satellites will supplement, but are capacity limited and cannot replace the current and emerging technologies.
• Municipalities can and should be PROACTIVE by developing a comprehensive wireless plan that will direct the carriers on where and how they locate towers and antennas within your community.
