Richard Edwards, President
CityScape is under the leadership of Richard L. Edward and he directs CityScape’s engineering group with over 40 years experience in all issues relating to telecommunications. His specialty is creating new, effective and creative methods for deployment of wireless infrastructure. His history has him at the top of the profession as developing many practices that were innovative in other peoples mind yet very functional in Rick's mind. Many of his creations and ideas are now industry standards. Rick is often sought as an expert on telecommunications matters, and has been a consultant to many of America's and the World's most complex communications events that includes the Olympic Games, several Super Bowls, and National Political Conventions. Rick is qualified to practice before the Federal Communications Commission, and has submitted hundreds of papers, applications and documents to the FCC.

Rick has designed and constructed wireless facilities for radio, television, radio common carrier, cellular and PCS throughout the nation. Rick has been responsible for AM stations to 50,000 watts, FM stations to 250,000 watts, television stations (VHF and UHF) to 5 million watts and tower construction up to 2000 feet. Rick has also lobbied Congress to assist in relief of United States AM stations battling illegal offshore interference, and successfully chaired a special Committee of South Florida Broadcasters before Congress in an attempt to improve communications service to all of South Florida. Rick and his staff are recognized throughout the broadcast, tower and legal industry as experts in RF engineering. Today, Rick leads CityScape’s growing efforts, with design and implementation of engineering planning to provide leading edge technology for the future.

Anthony T. Lepore, Esq., Vice President
CityScape's legal department is directed by Anthony Lepore. Anthony has an extensive background in telecommunications regulation. His knowledge of the applicable Federal regulations, including the Telecommunications Act of 1996, is substantial and he can merge your local community's requirements into an Ordinance that meets both your community’s and applicable Federal and state regulations. Before earning his Juris Doctor in 1986, Anthony received an undergraduate degree in Broadcast Journalism from Boston University while working in the communications industry. A member of the Florida Bar and the Massachusetts Bar, Anthony is qualified to practice before the Federal Communications Commission (FCC).

Kay Miles, Vice President/Business Manager
The CityScape operations are directed by Kay Miles. Kay has more than 20 years experience relating to the telecommunications industry. Kay possesses a broad range of experience in the telecommunications industry, having managed a number of highly accountable issues including environmental concerns and government assignments and requirements. Kay maintains relationships with many of the nation’s leading communities and merges them well with telecommunications concerns from the cellular and wireless industry. Kay oversees all non-technical departments at CityScape, assuring timely and accurate results. She is responsible for all business, financial operations, contracts and groundwork for proposals and reports, and is instrumental in the timely culmination of final plans.

Susan Rabold, Project Manager
CityScape projects are under the leadership of Susan Rabold. Susan began her career in governmental services as a city planner. There she developed a specialized plan that controlled the growth of the wireless industry and then worked directly with the wireless industry to site many new facilities on city property. Her talents didn't go unnoticed, as she moved her creative ideas to one of America's top cities. That led to a triple win situation. A win for the wireless industry with the "hierarchy" approach to streamlined siting system. A win for the City in that the wireless industry, by utilizing community property, for the location of facilities, created a new revenue stream for the City. And a win for the citizens, as they were provided the needed service for their mobile phones. Susan entered the private sector in the mid nineties and directing a governmental emphasized service of one of the nation’s largest tower companies. Shortly thereafter she teamed up with others to fill the planning void of CityScape. Ms. Rabold has a Bachelor of Science in Geography with a concentration in Environmental Studies from the University of North Carolina at Greensboro, and has 15 years of local government planning experience. Susan began her planning career as zoning administrator for the City of High Point, North Carolina. Her responsibilities included analysis, reporting and presentation of rezoning, conditional use permit, annexation and text amendment proposals for the Planning and Zoning Commission. After nearly four years with the City of High Point, Susan joined the staff at the City of Greensboro. For six years Susan served as the Technical Review Committee Administrator.

Responsibilities included review of all site, subdivision and group development plans for compliance with watershed protection, flood zoning, landscaping and other City Ordinance development standards. While working for the City of Greensboro, Susan developed a Wireless Telecommunications Development Plan that concentrated on marketing the City’s publicly owned properties to the wireless providers. To date, this program is generating in excess of 11 million dollars over a twenty-five year period for the City of Greensboro

Ms. Rabold is proficient in her knowledge of the wireless telephone industry and the concerns communities have with regard to how the industry deploys its infrastructure within their designated jurisdictions. Susan’s unique style combines public relations, education, market research and a network of diversified experiences and relationships to successfully bridge the needs of local and private interest to achieve a win-win solution for both entities.

Sam A. Manning, Director/Client Services -
Sam has more than 25 years experience including; Wireless Telecommunications Services, New Product Development, Communications, Telecom Business Development, Marketing and Sales Management/Management Analysis, Management Information Services, ISO 9000, Total Quality Management (TQM), Performance Indicator Management System (PIMS), and Electronic Data Interchange (EDI), Facilitation, Training, and Implementation. Business Operations and Analysis, Process Design and Facilitation, and Manpower Development.
